Sounds!

We're up to 3.4.0.25.

I played a lot with the sounds and I'm waiting feedback from the beta team about how they work on people's systems.

I've added two volumes, one for the background sound and one for the effects. They are controllable through the ini file. They go from 0 to 100.

I also added a left-right quality to the sound. You can hear the sound occurring on one or the other side of the screen and panning as the units move across the screen. Hopefully that will work well and someone will like it.

Frozen weather works a lot better now as well. Things are going to be generally less frozen.

I also added special handling for end of turn files and they now allow reloading. No cheat message, no save on exit prompt.
